The competition is dedicated to the 90th anniversary of the People's Artist of the USSR, laureate of the State Prize of the RSFSR M. I. Glinka and the USSR State Prize, holder of the Order of Lenin, two orders of the October Revolution, two orders of the Red Banner of Labor Boris Timofeevich Shtokolov. For many years he held the position of professor at the solo singing department of the Institute of Music, Theater and Choreography of Herzen University.

The opening and closing ceremonies of the competition will be held at the State Academic Chapel of St. Petersburg.
